Light Industrial Zoning Case

We would like to make you aware of a zoning case going before the Zoning Commission on February 11th, involving landowner Wallace Hall, Jr., who has repeatedly attempted to secure zoning to operate a rock crusher on his property near East 1st Street.

After years of regional opposition, Hall’s consultants re-engaged in late 2024 seeking a conditional use permit to run a temporary crusher to remove an overfilled “rubble mountain” created in 2015, but after community meetings and a list of required conditions presented on January 29, 2025, they stopped communicating.

Despite this, the City has now placed a zoning case on the February 11th docket seeking both a Conditional Use Permit and a change to heavy industrial zoning without notifying the community or the district’s Council Member.

Zoning changes almost always require neighborhood involvement through public notices (mail, signs) and mandatory public hearings with the Planning Commission and City Council, where residents provide input, as zoning impacts community character, development, and housing, with processes ensuring local voices shape decisions on density, use, and building rules, though complexities can arise with large projects or existing uses.

Neighborhood leaders are now calling for a major letter‑writing campaign (letter samples and more details on attached link) and strong in‑person turnout at the hearing on February 11, wearing red.
